What Vermont Single Payer Means to the Average Citizen of Vermont
I was asked yesterday to look into what the Vermont Single Payer Bill would mean to the average person. The Vermont Legislature and Vermont Senate both passed bills that would enable Vermont to be a single payer state. These bills will now need to be reconciled, the Governor of Vermont will need to sign, then they will need to get a waiver from the Federal Government. I haven't seen a report from the Vermont Department of Finance & Management. Here is what I have come up with so far.
The plan will require a policyholder to pay no more than $5,000 a year in co-payments, deductibles, and other out-of-pocket expenses; and no more than 10,000 per illness.
The effectiveness of permitting a nonprofit insurance carrier, to provide some or all of the benefits, in lieu of the state government, will be evaluated. The report will be out no later that February 15, 2012.
Premium will have to be approved by the commissioner, as what he or she determines to be in the best interests of the people of the state of Vermont.

Right now we pay on a fee-for service basis — in other words, the more you do, the more you get paid. That encouraged doctors to do more — including more tests, more examinations, so forth. We could change the economic incentives for physicians to reward them for healing patients rather than how many services they provide. Second, the savings come from vertical integration of healthcare delivery.

Happy Easter
To me, Easter is the most important day in the Christian calender. It is the day that shows, that no matter what evil has happened, God can overcome it.
This is not the religion of easy answers, not a religion of hate. It is the religion that requires us to take the "log out of our own eye, so we may see clearly how to take the speck out of our brother's eye". In other words, work on ourselves, so that we can help others when they need help.
